Even MS introducing core, should tell something. Looking at it under this angle, the systemlets are some of many categories of images, so anybody can chose whatever he wish, and in this case the integrity is guaranteed at several layers, hypervisor, ghosting, eventually systemlets for the ones that care less of full OSs and want to enjoy the performance.
