If you want to build an application in for the Blackberry I would use the Development kit available free off their site. http://us.blackberry.com/developers/ But be prepared its more towards the Java side than PHP or C# and in my case you have to use .NET as a shell. If its just a web page you looking for setup a simple server with XAMP and just point your Blackberry browser there. Of course you need to take in consideration the screen size and what Blackberry you are using since they each device is different on how it renders the pages.
