The code in .Net Micro Framework NETMF is open source, but other tools provided by Microsoft are not, like the porting kit.

If I understand, if you play, change by yourself the NETMF and build applications everything is legal and without cost, but if you use other Microsoft tools (Visual Studio Express is free!) the traditional commercial approach by Microsoft applies and you incur in license and/or other Microsoft costs (the way they make money). But I could be wrong!?
